We have hand picked some of the leading figures within the rail industry to present at this year's event. Find out a bit more about each of our speakers below.
David joined Network Rail in 2015 and has worked in the UK rail industry since 1995 having graduated from the University of Teesside as a Civil Engineer in 1994.
As Director of Engineering and Design for Network Rail Infrastructure Projects’ High Output business, David is accountable for Engineering Assurance, Verification, Development, Design and leading Improvement for the national High Output portfolio.
David started his career at Sir Alexander Gibb & Partners involved in a number of Civil, Geotechnical, Environmental and London Underground projects, before moving to Principal Contracting with Jarvis, Babcock and Carillion; delivering conventional Plain Line and Switch and Crossing Renewals. He undertook a number of engineering, line and multi-disciplinary project management roles including Operations Director for LNE & EM based in York.
Emma joined High Speed Two Limited as a member of the executive team in August 2015. Her previous role was as Director of Safety Strategy at Network Rail, where she achieved sustainable changes in workforce, passenger and public safety performance.
Emma has worked in the UK railway industry since 1999, gaining a wealth of experience from client and contractor perspectives. She has contributed to major railway engineering schemes, including the West Coast route modernisation and London’s Crossrail project.
Emma is a chartered health and safety professional, and her focus is on helping everyone to achieve safe and healthy working practice, both now in the design and construction stage, and also for the future operations and maintenance workforce. Emma takes a holistic approach, where health and safety is at the heart of everything at HS2, with an emphasis on caring for the workforce, future passengers and members of the public
Francis joined Network Rail as Managing Director for Infrastructure Projects in July 2014 where he is accountable for the delivery of over £5bn per annum of new infrastructure on the operational railway.
He previously worked at Bombardier Transportation where he led the combined new build and services business in the UK, manufacturing and maintaining mainline and underground trains for the UK and for export.
Francis started his career with the warship builder, Vosper Thornycroft, initially as a Mechanical Design Engineer. He undertook a number of line and project management roles prior to his appointment as Technical Director, and subsequently Managing Director, of the Portsmouth Shipbuilding Facility.
He studied Aeronautical Engineering at Manchester University, where he also completed his PhD in Fluid Mechanics.
Francis is a Chartered Engineer and a Fellow of the Institution of Mechanical Engineers.
Ian Prosser is HM Chief inspector of Railways and Director of Railway Safety at the Office of Rail & Road. He is responsible for the work of the Railway Safety Directorate, which strives to ensure duty-holders in the railway industry manage health and safety risks effectively and thus comply with their statutory duties. The Secretary of State appointed him to the Board with effect from 26 September 2008.
Ian was educated at Imperial College where he attained a first class honours degree in chemical engineering, followed by a Master of Philosophy in control engineering and operations research at Cambridge University. He has worked in safety critical industries for more than 36 years: originally in the chemical pharmaceutical and automotive industries, where the roles performed spanned a wide spectrum from works/production management to project and technology management, delivering improvements in safety, quality and efficiency.
Prior to joining ORR in 2008, he spent eight years in the rail industry, working for Amey Rail and Amey Operations as both technical director and Quensh director and then Metronet Rail, where he had the leading role in safety management; he was a director of both infraco companies.
Ian is a member of ORR’s safety regulation committee and periodic review committee.
James has worked with Network Rail since 2000 and has worked in the UK rail industry since graduating from Sheffield University as a Mechanical Engineer in 1992.
For the last 5 years, he has led the Network Rail subsidiary business, the Network Certification Body (NCB), as the Managing Director, where he is accountable for growing the business and providing a system-wide approach to railway certification to both infrastructure and rail vehicle projects.
James is a Fellow of the Institution of Mechanical Engineers and during his career; he has led technical teams from both sides of the railway system, Traction & Rolling Stock during the first half and infrastructure assets (track, signals, electrical power etc) while at Network Rail. He now combines this experience and technical knowledge to apply a ‘system’ approach to engineering in the rail industry.
Lex van der Poel is CEO and co-founder of Dual Inventive and has been involved in the rail sector since 2004. During this time he has designed and supplied innovative new technologies to improve track worker safety and railway efficiency.
Lex believes in the Internet of Things and its application within the railway industry and therefore has spent years developing the MTinfo 3000 cloud platform.
He also holds a seat on the approval body for railAlert which deals in the field of certification of workforce safety products.
As well as this, he is an advisor to CEN, the European Committee for Standardisation, on the development of standards in railway applications.
Mandy Geal is Director of Learning Partners, a business consultancy specializing in changing mindsets, culture and behaviours to achieve improved safety, productivity, and performance alongside innovation and change.
Mandy has experience with organisations across the Rail industry in depot construction, rolling stock manufacturing, operations, services, and train operators and with Network Rail. She uses neuroscience and other scientific disciplines, combined with many years’ practical experience to provide the rationale and techniques for successful and long-term behaviour change. She works with people in high-risk environments and with project, functional, and leadership teams to build collaboration, which is essential to deliver the Railway fit for the future.
Mark Wingfield established MAX in 2006 to provide excellent value, tailor-made services and the business has evolved today into an accredited training and development company with a highly experienced team.
However Mark Wingfield’s eclectic mix of international sales and marketing as well as delivering a wide range of projects as a Certified Black Belt has enabled him over the years to deliver other tailored interventions in:
His broad background and skillset comes from time spent and management positions in high technology, automotive, engineering and construction equipment. Mark’s international background includes being based in the USA and Germany and working for large corporations such as Tenneco and Caterpillar as well as other market leading companies including JCB and the Allen Group (now Reflex Allen) and much smaller organisations.
Mark’s fluency in the German language enables him to deliver talks and training in German and he is a frequent visitor to Germany and Austria, though since establishing MAX he has delivered projects in the following countries so far: Hong Kong, Germany, Denmark, France, Ireland, Spain, Austria & Switzerland.
Matt is a Chartered Occupational Hygienist at the Health and Safety Laboratory (HSL), HSE’s laboratory. Matt joined HSL in 2000 and has been an Occupational Hygienist for more than 10 years, achieving Chartered status in 2013. He has extensive practical experience in managing hazardous substance exposures across a wide range of industries, with particular specialisms in motor vehicle repair, electroplating, welding and plastics processing. More recently he has been involved in commercial work in the Rail Sector, including RSSB.
He is part of a team of Occupational Hygienists at HSL and is involved in developing HSL’s commercial portfolio of work including assurance of health risk management strategies for a number of national and global organisations. Matt is involved in the development and delivery of a number of HSL’s external training courses.
Matt has presented his work at prominent National and International Occupational Hygiene conferences.
He has carried out much work in support of HSE’s work programmes including incident investigations and research into to carcinogens and respiratory sensitisers.
A chartered Health and Safety professional, Nicola joined the Costain Rail leadership team in 2016 and has worked in the rail industry for over 20 years, predominantly in contracting roles but also with Network Rail. Nicola has also diversified into other sectors to gain and share learning. While with Network Rail as a Programme HSEA Manager, she also spent some time seconded into the behavioural safety team, where she found her passion for this subject. Nicola continued this work in her previous role as a SHE Manager in the Costain Highways team to change onsite behaviours, improving health and safety by challenging perceptions and doing things differently. She has also assisted with the company’s third party accreditation in behavioural management, a first in the UK.
Nicola sits as deputy chair on the industry safety leadership group, with a specific focus on worker health within the infrastructure contracting community, she also leads an industry driven piece of work on mental health, working with industry partners including the RSSB.
Throughout her career Nicola has developed, implemented and administered behaviourally driven Health and Safety programmes which have shaped and improved the lives of her colleagues, clients and the public. She has worked on an array of schemes that have included HS2, Crossrail stations and tunnel fit-out, station. Upgrades (including London Bridge and Derby station redevelopment), new build highways schemes and water treatment works.
Paul Maynard was appointed Parliamentary Under Secretary of State at the Department for Transport on the 17 July 2016. He was elected Conservative MP for Blackpool and Cleveleys in 2010.
Prior to his parliamentary career, Paul was educated at St Ambrose College, in Altrincham and was awarded a First Class History degree from Oxford.
Simon French is a graduate of the London School of Economics and joined the railway industry in 1982 as a management trainee. He held a number of operational posts in British Rail and worked on number of major railway projects including the Channel Tunnel and Heathrow Express.
In 1998, he joined the client organisation for the Channel Tunnel Rail Link (now known as HS1) as the Head of Operations and Safety. In 2004, Simon joined the newly formed Rail Accident Investigation Branch (RAIB). After six years as Deputy, he was appointed to the role of Chief Inspector in 2015. The RAIB is the independent body tasked with the investigation of railway accidents in the UK.
Simon studied Mechanical Engineering at Brunel University in west London, focusing his studies on disruptive technologies, in particular on passive energy harvesting and automation solutions for improving people’s lives on a daily basis. The alignment of his passion for wanting to create better places to live, work and travel and Amey’s core values; Putting People First, Delivering Great Service & Creating Better Solutions, led to Simon pursuing a career with the Infrastructure services business.
As part of Amey’s relentless efforts to ensure zero harm, Amey strives to deliver innovation to improve safety for its employees. Amey’s aim is to identify innovative solutions to eliminate or minimise risks that employees and sub-contractors are exposed to when working on roads, railways, at height, underground or underwater.
Simon is focused on accelerating the development and adoption of game changing technologies to challenge the convention and push the boundaries in the ever resistant infrastructure sector. VR and AR are but one of the technologies that Simon believes to be critical in the future development of the industry, particularly with regards to training and safety.
Tim is a Partner in our global EHS team. He specialises in the defence of criminal regulatory matters, including fatalities and corporate manslaughter, health and safety issues, process safety, environmental and traffic commissioner cases. He also leads on safety compliance matters and bespoke safety training courses.
Tim's experience includes:
■ acting for a lead party involved in the Ladbroke Grove (Paddington) rail crash and subsequent Public Inquiry
■ acting for various oil & gas and transport clients in relation to safety incidents or investigations
■ acting for a train operating company in relation to high profile industrial relations issues in part centred around the safety aspects of ‘Driver Only Operation’ of carriage doors
■ acting for an international offshore company in relation to the safe evacuation of a major North Sea gas rig
■ acting for various chemical and energy sector clients during Competent Authority inspections and investigations, as well as prosecutions by HSE / EA and the Procurator Fiscal in Scotland
■ acting for an international chemical company following a significant explosion at their plant
■ representing a national construction company in a Coroner's Inquest and subsequent HSE investigation; acting for a pharmaceutical company following a fatal incident at their manufacturing plant; acting for an NHS Trust after a patient in the community killed a charity worker
■ acting for a national energy company after an offshore helicopter crash involving seven fatalities
■ acting for a number of international clients in relation to CE marking and product safety issues
■ acting for a national construction and fleet client in respect of a number of Traffic Commissioner inquiries
■ acting for a local authority following a fatal accident involving a piece of inflatable artwork in which two members of the public were tragically killed
■ his environmental experience includes defence of pollution and waste offences, challenges to and appeals against statutory notices, packaging waste and nuisance claims
■ advising Waste and Chemical sector clients on the preparation and submission of Appeals against a breach or refusal of an Environmental Permit, and on the impact of European legislation on their businesses.
Tim has extensive experience of all areas of regulatory law and criminal procedure in the Magistrates', Crown and Coroners Courts, as well as crisis management, regulatory compliance, investigation and enforcement, and dealing with a wide range of regulators (including HSE, EA, ORR, RAIB, DoT, ONR and MHRA).
He is also a Solicitor Advocate with rights of audience in the Higher Criminal Courts and holds an OPITO Offshore safety certificate.
Tom, from RSSB, will join Pat, from Network Rail’s Digital Railway Programme, to explain how modern, digital signalling technology will provide additional safety benefits to manage and maintain Britain’s railway.
Tom joined RSSB in 2002 as a signalling specialist. Since then he has headed several specialist teams within RSSB, was appointed Acting Director of Standards in 2016 and permanently in the role in 2017. He is accountable for the suite of Railway Group Standards, Rail Industry Standards, and Guidance Notes. He leads engineering, operations, and human factors specialists who provide advice, guidance and develop standards and related material to support the industry.
Originally a British Rail sponsored student, Tom gained a BEng in Electronic and Electrical Engineering from the University of Birmingham. Following graduation, Tom had various roles on infrastructure maintenance projects, including leading a team maintaining signalling and communication systems on the West Coast Main Line.
Pat has worked in the field of train control since 1979 when it was called railway signalling. Pat began his career in project design and project engineering.
Pat currently heads up system requirements and integration for the Digital Railway Programme. This programme is an industry change driver challenging both technology and people to realise increased capacity, safety, performance and sustainability.
